Personalized rejection was not very constructive and felt a bit mean-spirited. This is not necessarily a comment on her character; more than likely it was just a poorly composed rejection letter. She did take 2 months to reject the full manuscript, so I do believe she took her time to consider it, which I deeply appreciate.
